What to put pet rat in besides regular cage?

Alright, so I’ve wanted a pet for so long and i think my mom MIGHT give in. The only thing is that in the past, I’ve had guinea pigs and they were messy and got litter everywhere. I don’t want to use a 10 gallon because it’s too small and causes respiratory problems. What do I put him in? I would like the cage to be under $50. What do I use to reduce litter everywhere, also what type of litter do I use.

You can get cages with bars, or just plastic container cages, OR you can even make your own cage with materials.
The best litter/bedding to use is either wood chips, or special paper chips. They are absorbent, and oderless.
